David Silver, Marisa Saunders, and Estela Zarate from the University
of California's All Campus Consortium On Research for Diversity (UC
ACCORD) and UCLA's Institute for Democracy, Education, and Access
(UCLA's IDEA) authored a report entitled What Factors Predict High
School Graduation in the Los Angeles Unified School District? as part
of the California Dropout Research Project. Conducted in
collaboration with the Los Angeles Unified School District (LAUSD),
this study, focusing on students' school experiences, analyzed
district data to track the educational progress of all first-time 9th
graders from 6th grade through to their expected graduation in the
spring of 2005.

United Way of Greater Los Angeles released a report examining the state of middle schools in L.A. County and the importance of middle grades on higher education, youth development, and eventual workforce readiness. Jeannie Oakes, John Rogers, David Silver, and Siomara Valladares from UCLA's Institute for Democracy, Education, and Access provided research support for this report, entitled Seizing the Middle Ground: Why Middle School Creates the Pathway to College and the Workforce. UCLA IDEA's research focused on "State of Middle and High School Education in Los Angeles County" and "Middle School Influences on High School Graduation and College Readiness in Los Angeles Unified School District."

The Education Exchange, a project of the Education
Justice Collaborative, met recently to discuss Opportunities to
Teach and Learn (OTTL). OTTL complements the popular education emphases
on “accountability” and “standards.” Professor
Jeannie Oakes gave an overview of the history and development of OTTL
and efforts to create standards for opportunities as well as for "outcomes"
(in current education policy, outcomes are measured in terms of students'
scores on standardized tests). Noting the illogic of holding children
accountable to high standards if they do not have the opportunity
to learn to those standards, Oakes said, “Children can't learn
what they are not taught from teachers who lack qualifications and
in inadequate facilities that make learning and teaching impossible.”
At the Education Exchange grassroots organizers, policy activists,
teachers, parents, students, and researchers explored the rights of
students and teachers struggling to reach the nation‚s ambitious

IDEA sponsored a talk with Harvard Professor Pedro Noguera in the
Moore Hall Reading Room. Discussants were Sylvia Rousseau, Superintendent
of District I, LAUSD and student representative Moises Castillo of
Santa Monica High.

On Tuesday, April 15th, ACORN will release a study called "Leave
No School Behind," documenting the need to protect students,
teachers, and schools in the flatlands from proposed budget cuts.
The study, done with research support from UCLA's Institute for Democracy,
Education, and Access , demonstrates the importance of providing a
stable, quality teaching force in OUSD schools with the highest needs.
ACORN and allies will be holding a press conference at 4:30 p.m. at
the area connecting Lockwood Elementary and Havenscourt Middle School,
two of the lowest-performing schools in the district. We would like
to invite you to participate and build a unified response to make
sure that "no school gets left behind" in the face of the
impending state takeover and budget cuts.

The latest edition of the Teacher Education Quarterly
on the topic of "Teacher Education and Social Justice"
features an introduction by Professor Jeannie Oakes and IDEA researcher
Karen Hunter Quartz, a paper by Peter Hoffman-Kipp entitled, "Model
Activity Systems: Dialogic Teacher Learning for Social Justice Teaching,"
and a paper by IDEA research coordinator Camille Wilson Cooper entitled,
"The Detrimental Impact of Teacher Bias: Lessons Learned from
the Standpoint of African American Mothers." This issue additionally
features a paper by UCLA Center X researchers Sheila Lane, Nancy Lacefield-Parachini,
and JoAnn Isken entitled,"Developing Novice Teachers as Change
Agents: Student Teacher Placements 'Against the Grain'." To order

In conjunction with Californians
for Justice (CFJ) and the
Justice Matters Institute, IDEA co-hosted the first Education
Exchange on March 23-24 at UCLA. Over forty people, representing youth
and parent advocacy organizations, policy and legislative advocates,
and community organizers engaged in a deep discussion of three main
topics: teacher quality, accountability (opportunity to teach and
learn) and assessments. Academic experts included Jeannie Oakes, Ken
Futernick, Bill Koski and Patricia Gandara who shed light on the research
in these fields.

Consortium on Research for Diversity (UC ACCORD) released “California
Opportunity Indicators" that link racial disparities in college
going to disparities in California high schools.

(Gaining Early Awareness and Readiness for Undergraduate Programs)
is independent of IDEA and has moved its office from 1041 Moore Hall
to 339 Moore Hall. GEAR-UP will remain an affiliate project of IDEA.
