IDEA examines unequal educational conditions and opportunities.
Over half a century ago, Brown v. Board of Education guaranteed to all children an education “on equal terms.” Even today, however, minority and low-income students in many communities still do not have the schools, resources, or opportunities they require for school success. IDEA examines the relationship between racial segregation, unequal school conditions, and students’ educational opportunities, to gain a deeper understanding of school “opportunity gaps” and to pose policy options that will result in equitable educational outcomes for all California students.
