Capistrano district may not meet financial obligations

Faced with a $25.1 million deficit in the 2010-11 school year, Capistrano Unified trustees on Tuesday approved a preliminary spending plan indicating the district might not be able to meet its financial obligations. Capistrano's interim plan, due to county education officials this week, will be filed with a "qualified" certification, a move that officials say will give the district more time to resolve its budget woes. Children from Mission Viejo's Bathgate Elementary School protest the elimination of the class-size reduction program, or CSR, at a school board meeting in June. The district wiped out the 20-to-1 pupil-teacher ratio in the second and third grades this year and, next year, is considering eliminating the 25-to-1 ratio in the first grade as part of $25.1 million in budget cuts. "If we could utilize everything we are allowed to cut – every single program – we can't meet the budget," Trustee Larry Christensen said.
