End the race to mediocrity

Everyone in Sacramento knows that if California wants to qualify for crucial federal "Race to the Top" education funding, legislators and the governor will have to make some overdue reforms. The Obama administration is offering $4.3 billion to states with the strongest plans to turn around low-performing schools. The administration wants to see states make reforms that are long overdue: Linking teacher evaluations to student performance, for example, and lifting caps on charter schools. The good news is that the Legislature has bills to address these reforms. The bad news is that Sacramento is still Sacramento - and that means the Legislature is still squabbling over which of the bills should become law.
