San Diego Unified bond: a new woe

The Union-Tribune editorial board has repeatedly stated its displeasure with the San Diego Unified School District board’s handling of Proposition S, the $2.1 billion bond measure approved by voters in November 2008. In January, soon after taking office, the board’s new majority swiftly moved to adopt rules that generally require union labor be used on construction and renovation work paid for by the proposition. Members Richard Barrera, John Lee Evans and Shelia Jackson purposefully froze out the bond oversight committee in making this commitment, to the committee’s dismay. They also kept district officials out of the decision-making loop, including then-Superintendent Terry Grier. It could hardly be more obvious that this was a payoff to the labor unions whose campaign donations helped them win election. (more...)
