California school transfers possible, but budgets likely to limit numbers

Under a new law, California parents face fewer hurdles in moving their children to school districts with better state test scores. The Open Enrollment Act — drafted by Gloria Romero, D-Los Angeles, and passed in January — allows students to leave low-performing schools without consent from their home districts. But whether the law will make much difference this fall remains uncertain. The Open Enrollment Act does not require high-performing districts to accept students applying from other schools, and districts must weigh factors such as program capacity, facility space and class size, McLean said.
