State bond helps district build badly needed schools

In 1970, three years after Cajon High School opened, San Bernardino was home to about 104,000 residents. The city's population would grow by more than 81,000 - about 78 percent - before the San Bernardino City Unified School District built another high school, opening Arroyo Valley High in 2000. "The 1980s especially was a period of tremendous growth in student enrollment," said Wael Elatar, administrator of the school district's facilities department. "We're still not catching up." Hampered for decades by changes in state law, failed attempts at passing local bond measures and a population that grew without bringing new houses, the district now has millions in state funds and is in the middle of a building binge that leaders hope will end chronic overcrowding."
