School reform must be inclusive

San Bernardino school officials have a shot at making meaningful and lasting reforms at 11 of the city's lowest-performing campuses, and we hope they don't blow it. For the better part of three months, the San Bernardino City Unified School District has worked feverishly on a plan to turn around the schools, ranked as some of the lowest-achieving in the state. Five of the 11 campuses targeted for intervention will see new leadership come fall, and the remaining six will be reinvented as district-sponsored charter schools, officials have stated. Tonight, the school board is expected to make those proposals final and take up the last bit of unfinished business before they present their plan to state and federal officials - who will control the charter schools? School board members have been mulling over a recommendation to create a "partnership" that would oversee the six charter schools, but we see little difference between this proposal and the governance structure currently in place at all schools.
