Blurring the lines between charter and traditional schools

The Rincon Valley School District has converted five of its eight elementary campuses to charter schools, a move that puts the Santa Rosa district at the fore of a trend that supporters say allows districts to tap a bigger share of diminishing education funds. However, these schools are almost indistinguishable from traditional public schools and lack the basic aspects that launched the charter school movement: namely operating independently of the local school board with a curriculum and educational philosophy different from the other schools in the system.
