Experiments in evaluating teachers

Teachers of Lucia Mar Unified, near Pismo Beach, are a crack in the wall of resistance to overhauling how teachers are evaluated and rewarded for their performance. This year, teachers in seven of the district’s 17 schools voted overwhelmingly to begin using an evaluation system that combines individual and school test scores and multiple classroom evaluations by teachers and administrators, along with regular discussions about teacher effectiveness. The system they’ll be using, TAP: The System for Teacher and Student Advancement, was developed in Santa Monica a dozen years ago by the Milken Institute and has been expanded in a number of states and districts nationwide through funding from the federal Teacher Incentive Fund.
