State: Obama testing waiver will cost $3.1 billion

California would need to spend up to $3.1 billion to implement teacher evaluations, adopt new learning standards, purchase new textbooks and other costs before the state can qualify for a waiver from much-criticized No Child Left Behind testing rules, according to a state report. The new figures are outlined on a staff report that will be presented next week to the state Board of Education, where trustees will discuss whether the Golden State will apply for relief from the 2001 school accountability act that has labeled thousands of public schools statewide as failures – including about two-thirds of campuses in Orange County. Under No Child Left Behind, schools must meet steadily rising achievement benchmarks until 2014, when all students are to be proficient in English and math – a standard educators frequently criticize as impossible.
