Is Title I about poverty anymore?

Equity for poor children was the initial impulse behind the enactment of Title I of the Elementary and Secondary Education Act of 1965. But that concept has faded as memories of the 1960s civil rights campaigns recede and the “unit of change” becomes schools, rather than individual kids. In the eyes of some, the just-released waiver package represents yet another stage in the process of diluting the focus on individual students. It would permit any Title I school in the lowest 15 percent of performance in a state to use federal funds on a schoolwide basis, regardless of its low-income population. (more...)
