The annual Academic Performance Index scores for public schools are out today [TUE]. California education officials praised schools' incremental progress. But fewer than half of elementary schools and significantly fewer middle and high schools met the state's target score.
UCLA education researcher John Rogers examined the results. He says a growing number of schools throughout the state have failed to improve during five years.

Most Californians, most Americans want accountability for their public schools. At the same time, most Californians don't want their local public school to be deemed a failure and in the next couple of years unless something dramatic changes, more and more California public schools will be designated as failures.
Rogers faults what he calls an unsophisticated assessment of public school students' performance. He suggests that administrators consider other measures of learning along with test scores.
